Meet the Board of Directors
Stacy Brown
Stacy ‘Cowden’ Brown, ‘90 is the Director, Defense Programs at Pryon, an Ai technology company and has over 15 years of experience working in the DOD and brings proven success in sales, leadership and consulting. She has led DOD and Intel sales Teams for companies such as Pegasystems and is a committed advocate and a recognized leader across a variety of professional associations, including AFCEA and Women in Technology. As a successful Federal IT business leader, Stacy’s career has included Consulting, Account Executive, Director of Sales and Strategy at organizations such as BAH, UCS, Definitive Logic, Microsoft, Salesforce and Pega. Her vast knowledge and track record of delivering transformative solutions is her expertise. Her passion to help the DOD achieve their mission stems from her own extensive Military family, which is what fuels her desire to support our service members and their families. Stacy grew up in Alexandria, VA. She now lives in McLean, VA with her two fur babies – Sophie and Reggie. Her Aggie legacy extends to her two grown children, Jaclyn 2014 and Ryan 2017. She loves watching sports, playing golf, tennis and scuba diving when she is not supporting her community as a board member of AFCEA NOVA, the Virginia Tech Moss Arts Center and The National Capital Texas A&M Club.
Emmanuel Guillory
Emmanual currently serves as the Director of Student and Institutional Aid Policy at the National Association of Independent Colleges and Universities. In this role, he serves as the lead policy expert on Title IV federal student assistance programs and institutional aid programs in Titles III and V of the Higher Education Act. He is responsible for developing NAICU’s policy positions on student and institutional aid, in conjunction with the association’s member college, university, and association presidents. Guillory also represents those policy positions on the behalf of NAICU to the United States Congress, the White House, the Department of Education, and other agencies as warranted. Previously, Emmanual served as the Director for Public Policy and Government Affairs at UNCF (United Negro College Fund, Inc.) for two years and served a decade in the House of Representatives, most recently as a Professional Staff Member on the Committee on Education and the Workforce. He is a 2020 and 2021 recipient of the Hill’s Top Lobbyist recognition, a recipient of the Top Executive Award from Marquis Who’s Who of America, and he was elected to serve as President of the Committee for Education Funding, the largest educational coalition in our country.
Jeff Hammer
Jeff Hammer is a senior analyst at Serco North America, a service company that advises a wide variety of federal, state and local government customers. Prior to joining Serco, Jeff served a distinguished 28-year career in the US Navy as a naval flight officer. He graduated from Texas A&M University in 1991 with a degree in Wildlife and Fisheries Science and was a member of the Corps of Cadets and the Fighting Texas Aggie Band.
Leo Mathers
Leo Mathers is an analyst with the Defense Department and the former President of the National Capital Texas A&M Club. Originally from Keller, Texas, he graduated from Texas A&M University in 2014 where he majored in international studies, participated in the PPIP program, and was a Staff Writer at The Battalion. After graduating from A&M, Leo served as a Legislative Aide to Bryan-College Station Representative John Raney before joining the Airbnb public policy team. In 2019, Leo moved to Washington DC after receiving his MA from the Fletcher School of Law & Diplomacy at Tufts University. Prior to joining the Defense Department, he worked at The Asia Group, Business Executives for National Security, and Noblis. Leo has served as Director of Outreach, Vice President, and 2021 DC Muster Chair, and looks forward to continuing the rich tradition of Aggie mentorship and a strong Aggie network as a DC Aggie Club board member here in the nation’s capital.
Robert “Bob” Reeves
Bob is currently the Director of Growth and Strategy for STS International. He is responsible for the growth and the strategic direction of STS. Bob graduated from Texas A&M in 1977 with a degree in History. He was commissioned as an Armor Officer and served in a variety of company and field grade roles before transferring to the Quartermaster Corps. He retired at Fort Hood, Texas in 1998 as the III Corps and Ft Hood, Chief of Logistics. In the Fort Hood area, he was the program manger of the test site for Army Supply ERP. Additionally, he served as a Copperas Cove City Council Member and Mayor Pro Tem, a Boy and Cub Scout Committee Chair, and the Killeen-Heights Rotary Club President. With Drayton McLane, he co-founded McLane Advanced Technologies, which was chosen twice as an Aggie 100 Company selectee. His oldest son is Class of 2015, studying at the Bush School. He is a Life Member of AUSA, NDIA and has served on the Executive Steering Committee for the Next Generation Combat Vehicle, NDIA Logistics Council, and the Ground Vehicle Science and Technology Show in Detroit, MI.
Bridger Roy
Bridger Roy ’02 is originally from Richmond, Texas. He currently serves as a Lead Associate for Booz Allen Hamilton, supporting the U.S. Department of Defense and Intelligence Agencies. He also does part-time independent consulting and advisory roles for various start-up industries, including green technology, FinTech, and fundraising. He served as a White House Presidential Appointee for the U.S. Department of Agriculture for the George W. Bush administration (2005-2009). Since 2008, Bridger has been serving as a 2002 Alumni Class Agent. He has held prior DC Aggie Club Officer positions (2005-2008). While at Texas A&M University, he was involved in various organizations, including Aggie Bonfire, Corps of Cadets Company A-1, 2002 Class Council, and the Aggie Orientation Leadership Program. He also served as Co-Class Gift Chair. Bridger holds a Bachelor of Science in Agricultural Development from Texas A&M University and a Certificate in Homeland Security from the George Bush H.W. School of Government & Public Service. He also holds a Master of Arts in Global Policy from Johns Hopkins University and a Master of Public Administration from Syracuse University. In his spare time, you can find Bridger either at the gym, outdoor venues, BBQing, hiking, traveling, or attending Nats games. He also is an Alumni Ambassador for Syracuse University and a Mentor for current Hopkins Graduate Students.
Kelli Usé-Hull
Kelli Usé-Hull graduated from Texas A&M in 2007 and is originally from Flower Mound, Texas. She is a defense industry veteran with 15 years’ experience supporting the national security community, with the last eight years exclusively supporting the Intelligence Community and Special Operations. In addition to her Political Science degree from Texas A&M, she holds a Master’s in National Security Policy Studies from the George Washington University. She serves of the Board of Directors for the National Capital Texas A&M Club and is an Advisory Board Member to the Spookstock Foundation. Ms. Usé-Hull oversaw growth for Avantus Federal’s Intelligence Community business prior to their successful sale to QinetiQ-US in November 2022. She resides in Alexandria, VA with her husband, their two sons and two dogs. Her favorite tradition is Aggie Muster.
