Meet the Board of Directors

Emmanuel Guillory

Emmanual currently serves as the Director of Student and Institutional Aid Policy at the National Association of Independent Colleges and Universities. In this role, he serves as the lead policy expert on Title IV federal student assistance programs and institutional aid programs in Titles III and V of the Higher Education Act. He is responsible for developing NAICU’s policy positions on student and institutional aid, in conjunction with the association’s member college, university, and association presidents. Guillory also represents those policy positions on the behalf of NAICU to the United States Congress, the White House, the Department of Education, and other agencies as warranted. Previously, Emmanual served as the Director for Public Policy and Government Affairs at UNCF (United Negro College Fund, Inc.) for two years and served a decade in the House of Representatives, most recently as a Professional Staff Member on the Committee on Education and the Workforce. He is a 2020 and 2021 recipient of the Hill’s Top Lobbyist recognition, a recipient of the Top Executive Award from Marquis Who’s Who of America, and he was elected to serve as President of the Committee for Education Funding, the largest educational coalition in our country.

Jeff Hammer

Jeff Hammer is a senior analyst at Serco North America, a service company that advises a wide variety of federal, state and local government customers.  Prior to joining Serco, Jeff served a distinguished 28-year career in the US Navy as a naval flight officer.  He graduated from Texas A&M University in 1991 with a degree in Wildlife and Fisheries Science and was a member of the Corps of Cadets and the Fighting Texas Aggie Band.

Miguel “Charlie” Lake

Originally from San Antonio, Texas, Miguel “Charlie” Lake ’87 is known simply as “Charlie” to his childhood friends and fellow Aggies. A proud former member of the Fightin’ Texas Aggie Band, he currently serves as the Command Inspector General at the U.S. Naval Research Laboratory. Charlie retired from the U.S. Navy in 2009 as a Lieutenant Commander after 20 years as a Surface Warfare Officer. His distinguished naval career included four deployments to the Arabian Gulf in support of major operations including Desert Shield/Desert Storm, Desert Fox, and Enduring Freedom. He also participated in a UNITAS deployment, strengthening maritime partnerships throughout the Western Hemisphere. Following his military retirement, Charlie entered the private sector as a Senior Analyst with Decision Technologies, Inc., where he led the development of the configuration management plan for the Sea-Based X-Band Radar system and helped build the company’s logistics center of excellence. He returned to Military Sealift Command in 2010 as an Investigator in the Office of the Inspector General, where he played a critical role in closing more than 30 cases of waste, fraud, abuse, and gross mismanagement. In 2012, he was appointed as the Command Inspector General for the Naval Systems Management Activity.

Leo Mathers

Leo Mathers is an analyst with the Defense Department and the former President of the National Capital Texas A&M Club. Originally from Keller, Texas, he graduated from Texas A&M University in 2014 where he majored in international studies, participated in the PPIP program, and was a Staff Writer at The Battalion. After graduating from A&M, Leo served as a Legislative Aide to Bryan-College Station Representative John Raney before joining the Airbnb public policy team. In 2019, Leo moved to Washington DC after receiving his MA from the Fletcher School of Law & Diplomacy at Tufts University. Prior to joining the Defense Department, he worked at The Asia Group, Business Executives for National Security, and Noblis. Leo has served as Director of Outreach, Vice President, and 2021 DC Muster Chair, and looks forward to continuing the rich tradition of Aggie mentorship and a strong Aggie network as a DC Aggie Club board member here in the nation’s capital.

Eric Mendoza

Bridger Roy

Bridger Roy ’02 is originally from Richmond, Texas. He currently serves as a Lead Associate for Booz Allen Hamilton, supporting the U.S. Department of Defense and Intelligence Agencies. He also does part-time independent consulting and advisory roles for various start-up industries, including green technology, FinTech, and fundraising. He served as a White House Presidential Appointee for the U.S. Department of Agriculture for the George W. Bush administration (2005-2009). Since 2008, Bridger has been serving as a 2002 Alumni Class Agent. He has held prior DC Aggie Club Officer positions (2005-2008). While at Texas A&M University, he was involved in various organizations, including Aggie Bonfire, Corps of Cadets Company A-1, 2002 Class Council, and the Aggie Orientation Leadership Program. He also served as Co-Class Gift Chair. Bridger holds a Bachelor of Science in Agricultural Development from Texas A&M University and a Certificate in Homeland Security from the George Bush H.W. School of Government & Public Service. He also holds a Master of Arts in Global Policy from Johns Hopkins University and a Master of Public Administration from Syracuse University. In his spare time, you can find Bridger either at the gym, outdoor venues, BBQing, hiking, traveling, or attending Nats games. He also is an Alumni Ambassador for Syracuse University and a Mentor for current Hopkins Graduate Students.
